Youths, who are not at the disposal of the labour market, in the City of Copenhagen encounter several barriers, which impede their integration on the labour market.

In a study of this group New Insight has identified six types of youngsters. These are:

  • Poorly-qualified youths
  • Youths with a criminal record and/or living in an environment of crime
  • Youths with mental problems
  • Youths with abuse problems
  • Youths with physical barriers or disabilities 
  • Youths with no social or adult relationships 

Half of the group have received benefits for more than two consecutive years and the conclusion is that this group of youths need to receive indvidual support combining social, qualifying and employment-oriented activities.

The study is based on a review of 244 cases, carried out by employees of the local job centre. The Local Employment Council of the City of Copenhagen has supported the study financially.
